BACKGROUND INFORMATION

This Blog intends to create the winder range of sharing to volunteers who are involved as National Development Volunteer Service (NDVS)/United Nations Volunteer (UNV) in Local Governance Community Development Programme. For the programme, 100 youth volunteers are mobilized to cater the local governance process in 48 District Development Committees and 52 Municipalities across the country. Regardless to all adverse circumstances. volunteers are serving with due respect to volunteerism and its spirit.

Life Liberty & Pursuit of Happiness


Siraha municipality is stratified under the marginalized municipality because there is almost 40% of people belong to Dalit and excluded. Present Executive Officer (EO) has made an entire effort to uplift this municipality. As he promises to the general citizen he goes himself on the grass-root to determine the local needs and necessities. Since last month he had started the journey to go through the natural practice of democratic system of plan formulation process from the bottom level. As he has been doing this job since three years himself. At this time, he has shared the job to me to go through the process and accomplish the task for the coming year plan processing. He called me to join the meeting for the process. I associated him in the procedure.

 The day was sunny, about 11:00 o’clock, I sat by the side of EO, he ordered the driver. The vehicle rushed out of the office in the bright sunny day, dust was evaporating like the steam coming out of boiling water. EO signaled me to shut the glass-door beside my seat of the vehicle and I did so. After about 12 to 13 minutes of drive we reached at a school where almost 10/15 people were gathered waiting to us. They greeted the EO, we entered into a classroom which was kept vacant for the meeting. We sat there and wait for the more people. After half an hour the program started on behalf of the Chairmanship of EO of Municipality. He pleaded a short speech about the program and permission granted for the further discussion about the formation of User’s Committee. Just after ten minutes of permission granted for discussion, voices geared up and roar burst out with high-pitch of sound. They were revealing their abuses and corruption made by the previous committee which lasted recent year plan implementation. Having after 1:30 hours of rumbling discussion finally they agreed to make a Committee. Again there was insistence to become the chief of the committee. Eventually at 3:30 clock the meeting was successful. I got the chance to experience their snarling and slang use which was the reflection of innately innocence and deem to be into the deep-rooted superstitious society where there was not sense of freedom, globalization, sophistication and no any glimpse of modern image. The EO made an explicit and tactic speech which obliged them to settle the disputes related to social issues. We closed the program and moved toward our office the day. The EO provided me the task rest to formulate the user’s committee and collect the plan for coming year.

As EO suggested, I started my journey from Ward no. -6 where there was majority of Dalit people. I was accompanied by the journalist of Kantipur, Siraha Dev Kumar. There, to attend the meeting I was facilitated with a vehicle and given a responsibility to the rest of the ward 5, 6, 9 to formulate the UC and plan collection. I had been obsessed of the previous cry-out event of the last meeting although I encouraged myself and signaled the driver to rush towards the destination where there the political representatives and local citizens were gathered waiting. As I dropped myself there, people welcomed in the meeting-hall. Again the meeting was assembled in a primary school which was donated by UNCEF in Dalit community. At this time, the meeting was chaired by  the principal of the same school and I was the person to deliver the speech about the objectives of the meeting and to run it further with specific tactics. I explained the fundamental rules and regulation of forming User’s Committee and pleaded about the demand of plan for coming year. I finished my speech and they were granted permission for the further discussion.

The thing I felt there, the social ignorance, illiteracy and excluded from uplifted group of the people always have generous and innocent desire to receive the facility from government side but some of them who has shadowed to these people always try to snatch the opportunity and leadership too from them. The women from such traditions are even more two-fold suspended from their rights, liberty and pursuit of happiness & the opportunity. They are always squeezed by some of the detrimental superstitions and tradition. I got an amazing view that in comparison of other meetings there was majority of women therefore, I reiterated my speech projected the opportunity to them as per mandatory presence of 33% women in User’s Committee (as per the guidelines). They got encouraged to share their feelings and as such a woman from the group shouted and cried out  for their membership in the committee. As I had pleaded for 33% involvement, the name-list was demanded from them. There was minimum four women who has to be involved into the committee. The reaction was that “Uff! One is enough, why should there be four?” being the woman she has not to be the member, its shameful, and hilarious for us. It’s the matter of prestige for man. They should not be such majority in such committee. what can they do ?”  In reaction from the crowd a women with hoarse sound in aggressive posture replied “yea, we can do everything as you. What is the thing woman can’t do, now women are ministers, doctors, lawyers etc. we should be in the committee. We can perform every task far better than u.”  I felt there was really aggression from both sides. Rumbustious environment in loud-high-pitched-volume broke out with many boisterous behaviors, they were jumping and bumping from both sides. The meeting was about to burst out by the load of heavy crowd and roaring. It continued till half an hour, I gave them time just to express themselves their feelings and anxiety freely. Eventually, after quarter to an hour, I again made a short speech lessoning them about the equal rights and authority of men and women. I acknowledged them the regard of boundaries, customs and analyses the superstitions with lots of examples and proofs, convinced them the identical rights of life, liberty and pursuit of happiness. The crowd resolution was fruitful after my speech. The User’s Committee was formed with a major post of Treasure chaired by a woman. I felt respite, and got like an unprecedented flourish in my responsibility which was finally successful in my duty. Then the minute was prepared and signed. The meeting was closed with a short briefing remark by Chairman Mr. Ram Kishun Mahara. As we came out of the hall Mr. Mahara along with other congregate and excused for the roar which has broken out suddenly in the hall. We thanked him and ask for departure from the meeting place. I called my driver, signaled him, he geared up the vehicle with orphic sound of music sung by Udit…

Persistence Voluntering in Local body




There is obviously obscure and lethargic position of the local bodies due to the political instability and peripheral effect of party’s representatives. In regard with Siraha Municipality, there is normally lack of manpower in the office. In this sense, my recruitment as a volunteer is really an asset. Altogether 5 staffs are handling the entire business of municipality. On the other hand, there is part-time Executive Officer who is fulltime engineer of Siraha DDC. During the beginning period, I felt little bit difficulty to adjust there but my skill and toil make me easy to adjust after some months. There was computer but lack of skillful manpower, it was thrown at the corner of the storeroom but the letters and other documents of Municipality were used to be written in handwritten form. The computer was at the position that when I saw it I felt merciful to myself because the computer was polished by the dust, deep rooted spots made by cockroach steps, all the parts of computer was separated haphazardly without any seal or wrapped in cloth. I couldn’t get appropriate environment and sufficient use of it. It was kept pending since longtime.  Neither mouse nor any connecting cables were kept there. I tried to collect the necessary cables, mouse, and extensor just to switch on the computer directly without any stabilizer or UPS and to make it functional in my own initiation. My skills and knowledge on installing, assembling and maintaining the hardware and software had been very instrumental.   
                After the longtime of request and involve me into the other works of Municipality like documenting, helping the seniors in his computer’s works, upgrading and turning on computerized documents instead of preparing handwritten and lots of individual helps really pay attention on my performance. I was able to help other staffs in computer stuffs.   I am much glad to share now is that with my assistance most of the official activities are kept and done electronically rather handwritten forms. I assisted all those handwritten documents to operate with computerized version and also assisted to other projects along with LGCDP.
As time passed, once the Executive Officer called me and appraised me for the other works of administration. He provided me more responsibility and also added more logistic support like UPS, printer, fax, telephone line, and so on. Now I have also been dealing from the municipality side for other program of UNDP. On my coordination the PPPUE program is going to be launched very soon (now it’s in the process of field volunteers selection). I am also dealing with the issues and works related to the Social Development and Environment section as well IEC of the office.
At the moment, I deal with all the preparedness of agreement with user’s committee, the part of Social Audit, Public Audit. The whole responsibility of social mobilization program funded by LGCDP is delegated to me in which, I operate all the essential tasks. I feel overall these responsibilities are on me is of course the result of my patience and toil of deserving capability which pulled me on such position.
Nowadays, I get myself busy the whole time 10:00 to 5:00 with some responsibility and duties not only related to the LGCDP rather many more works of this municipality. Some of them, I fondly would like to share to other as exemplary such as; conducting the meetings as per required for Municipality, Supervising and coordinating for orientation classes and trainings, Other site supervisions, Dealing with the personal in regard with social issues related to development works, Planning for the project implementation, selection of project for appropriate funds, dealing with the committee of social mobilization in regard with local NGOs, Facilitating  for the planning process. I do have direct involvement in the project implementation part. Similarly, I also deal with reporting and monitoring activities as well as the issues of dispute settlements  in regard with User’s Committee, facilitate for the LGCDP program in context with Budgeting, Planning, implementation along with coordination CCU Biratnagar.

MY FEELING WITH LGCDP


It has been almost five long months working as a volunteer for NDVS/UNV being a part of LGCDP. Today I believe that I have overcome all the ups and down of my carrier as an AMF. I was deputed at Birendranagar Municipality in Mid-west Region of Nepal. The beginning of my volunteering services was started with a lot of hope and enthusiasm to do something but after nostalgic 4 days training the reality was ahead.
When I first entered my working station, I found very few things in favor. I was alone, bare hands but full of my will to do something. No tools and equipments were ready for me to assist. I nearly gave up hope and almost decided to quit the volunteering services thinking the a ridiculous situation of local governance of Nepal. I was ready to volunteer to MC but none accepted my presence. But my heart was suggesting me, “You must do struggle”. Then I continued to deal with municipality using my knowledge, skill and experience that led to work. Introducing me, adjusting with local boding and building relationship with other staff members took few weeks. I persistently spared time on educating public about LGCDP in close coordination with Programme Coordinator Mr. Indra Bahadur Bhujel at Kathmandu. Though I hadn't any specific room to work comfortably, then I used to roaming to almost all rooms for demanding works. Gradually things were in my favor. People knew me and my work became easier.
After few weeks of acclimatization in municipality I had the opportunity to work under the immediate EO Mr. Tulsi Prasad Acharya and presently under Mr. Lalit Kumar Basnet. Due to my persistent efforts and public relation, I was given the tasks of LGCDP with separate space equipped with computer and internet.  Now I can deal with concerned official immediately. However EO manages to interact and share his ideas and view sometimes. I personally feel that I'm given less importance as well being a volunteer but it may be because of my over expectation.
On the views of EO and other officials, the programme has really been done well and resulted the positive output for the Municipality. My presence to support the program has made their work easier and reduced their burden as well according to them.
Even today, whenever I have to complete my task with obstacles, sometimes poor co-operation and sometimes absence of equipments to work with which I feel the daily practice of local bodies. No matter whatsoever, I'm determined to complete my task and responsibilities but sometimes it takes me long due to unfavorable conditions. Anyhow I have to do what I am scheduled for with the spirit of volunteerism.
After months of working experience in the office I've learnt how to do my work and complete my job.
My coordinators’ (Indra and Purushottam) significant support and kind co-operation has helped me to overcome all the ups and down. I would like to thank them for their encouragement to cope with the adverse situation. I would like to thank to Mr. Indra Bhujel and Mr. Tikaram Panthi of their visit in my workplace and constructive feedback and back up dealing our issues with the concerned people.
I really appreciate the co-operation, moral support, and motivation to work harder.
My experience here shows that I've in real helped them to reduce their burden in terms of our program LGCDP. But may be to some extent also intervening them in their regular works since this is only my feeling it can be otherwise too.
Like me the numbers of AMFs are working in different situation in various municipality and ADFs in District Development Committee. May most of them are walking with the same track as I did. But volunteering in local bodies as I tested has been different as I dreamed in earlier days. Though the situation is going up very positive way to work further.

My Perception as Volunteer in Local Body


It was really new experience in my life. As always we experience in new place and new way but still the same us ourselves and the  same feeling and attitude towards the new things. Its more than 9 months, I took a new path to reach my desired destiny. I followed my heart to leave my existing easily handled and joined as volunteer in LGCDP in hunger of knowledge of Local Governance.
Many things were  raised within my tranquility, when I first stepped in District Development Committee, Rautahat. The response was mixed too. I was completely ignorant about the government system and procedures. I took a glance  around. I could listen people shouting for their works done. I entered to meet my concerned focal person  about myself and my assignment to   support for LGCDP. But I didn't get any response from him rather his silence which made me surprised. I felt that gesture might have dealt with  the new employees especially from outside of DDC or any projects. I waited for few days but couldn’t trace the activities of LGCDP and my presence in the DDC found futile. I found no attention at all towards me and my attention.
I was almost frustrated over the behavior shown with the DDC.  I recalled an  incident of a boy. "The boy was travelling in a local train. At first he entered, it was so packed and mess that he didn’t get any seat. He anyhow managed to stand up and keep his bag aside. He could see people being irritated due to crowd and heat. Some were talking how people get in without seeing such inconvenience. In fact his presence was annoying to the people. After some time a man called him to sit in very little space. They started talking and shared their stuffs. Soon he was comfortable with all the people in compartment. Some hours later his bag was nearly thieved. A man in same compartment saw his bag being pulled by someone else and shouted. The thief ran away and the boy’s bag was saved. Within very few time a beautiful relationship was established among these peoples". This incident really has given to me a meaningful inspiration. I also thought about our lives in a same way. I compare me with the boy, other colleagues in DDC as people in the compartment and the same type of relation. I thought that it is definitely tough to handle it now but there is possibility of good human relation. Nobody will be such inhuman to discard me always. I felt the goodness inside. I then tried to find my place and soon succeed to trace. I then started to perform my duty from very small task I found in front. Slowly and gradually I made my place.
Change in my perception gave very good result. My continuous effort and dedication made significant relation in DDC.  I committed  to do my best as far as I can. If anything goes on wrong. I just control myself, explore the alternative options the way of working and delete the mess by good coordination with colleagues. And finally I get success over such small daily problems. The problem arises however we do or wherever we go. As an old proverb says “everyone have their own burden, the difference is how they carry it.” Some concentrate in problems only and some move ahead in a search of solutions too. Along the way I took the responsibility of District Facilitator though I was assigned for assistant. My works has been widely appreciated in DDC and LGCDP cluster unit and even in NDVS/UNV.  It gives me high level of satisfaction in volunteering work. So I took my volunteering works in DDC as easily as I can and tried to help to others. As a result I also have been helped with by others. I realized that there is not anything wrong; the wrong is either our perception or theirs. Now, I feel that let's do something better. I would like to thank to everyone who has given me such opportunity of volunteering.

Preparation 4 Deployment


Local Government and Community Development Program is wide ranged expected local governance project in Nepal with multi-stakeholders’ collaboration of development partners, UN System agencies and government (central to local). United Nations Volunteers (UNV) is one of the partners of the LGCDP. The contributions of UNV has been scaled up with mobilization of volunteers through National Planning Commission/National Development Volunteers Services, only one pioneer government entity of Nepal in mobilization of volunteers as per the demand of government agencies at local level. As agreed, on support of UNV, NDVS has mobilized 100 volunteers in 48 DDCs and 52 MCs to assist LGCDP in local level in close coordination with Ministry of Local Development/ LGCDP Program Coordination Unit. Prior to the deployment of volunteers, three days orientation program was organized in building the capacity of volunteers.


One day 'Orientation Programme to Volunteers' was organized on March 14, 2010 in Kathmandu for the newly recruited volunteers. It was conducted in chair of Mr. Jaganath Adhikary, Director of NDVS. Initiating the inaugural session of the programme Mr. Purushottam Adhikary, UNV Program Coordinator formally invited to Hon. Dr. Prem Bahadur Kunwor, member of National Planning Commission as chief guest and Mr. Christian Simmelkiaer UNV Programme Officer as guest. Mr. Indra Bahadur Bhujel, UNV Programme Coordinator welcomed the volunteers for being selected from the long process and delivered the best wishes and congratulations of selecting their choices serving community through volunteerism.  In the orientation programme 65 male and 45 female were participated including Assistant Municipal Facilitators, Assistant District Facilitators, Guests and others. 100 volunteers has been deploying in 52 municipalities and 48 districts across the country.
